GSA statement from Airline City Pair Program, Fact Sheets, Fuel Surcharge -
Fuel Surcharge Fact Sheet
In fiscal year 2008, due to the continued volatility in fuel costs, the City Pair Program is allowing airlines to assess a fuel
surcharge to domestic or international contract fares under the following conditions:
- The new fuel surcharge has been implemented commercially in a market during the period after the submission of offers, March 28, 2007,
through the contract period ending September 30, 2008. The fuel surcharge may only be assessed on fares corresponding to the contract fares
after the surcharge has been in place commercially for a minimum of 14 consecutive days.
- The fuel surcharge may not be higher than that imposed commercially.
- The fuel surcharge will be assessed at the time of ticket issuance.
- The fuel surcharge will be removed from the contract fares when it is no longer imposed commercially on the applicable fares in a market.
Q: How much will a fuel service charge cost me?
A: The fuel service charge can be as little as $10.00 one way and does not have a cap on the cost. A fuel service charge can be
hundreds of dollars over the cost of the fare in the international city pair market.
Q: Can a fuel service charge be added to a "me too" fare or a "catz" fare?
A: Yes. A fuel service charge can be added to any fare at any time without advance notice.
Q: Can I change my Contract Carrier's flights to another carrier due to the recent problems found on certain types of aircraft?
A: The answer to this question is provided by USCIS Financial Management Division.
Flights Cancelled for Aircraft Inspections: The Financial Management Division and our Travel Management Services contractor CI Travel
is receiving a large volume of calls from travelers concerning flight cancellations related to the recent American and Delta Airlines
self inspection problems.
Please Note: That unless GSA provides a temporary moratorium on the requirement for federal travelers to utilize contracted city-pairs flights for official travel, this requirement will not be waived unless the contracted flight is actually cancelled.
If your flight is cancelled, CI Travel will work with you to book an alternative flight.
If you have questions regarding exceptions to USCIS travel policy, please direct them to USCIS-FMD-Support@dhs.gov , or the Financial Management Division at 202-272-1969.
